Why Southern California is the Epicenter of the New Public Golf Movement

Public golf in Southern California has always had a certain swagger—the kind that comes from year-round sunshine and playing a twilight nine in January while the rest of the country scrapes ice off windshields. But a deeper, cultural transformation is now taking hold. Tee sheets are packed, ranges resemble youth-sports festivals, and women’s leagues are thriving as the "after-work nine" officially replaces the after-work drink.

This is the rise of the New Public Golf Movement, and Southern California is its epicenter.

A Diversity-Led Boom

The real story of this boom isn't just about more people playing; it’s about who is playing. According to the National Golf Foundation (NGF), golf participation in the U.S. has reached its highest level since 2008, with over 47 million Americans engaging in the game.

  • Women at the Forefront: Women now make up a record 26–28% of all on-course golfers. Young women are the fastest-growing segment, with over 140,000 girls participating annually in LPGA*USGA Girls Golf programs.

  • Reshaping Demographics: Golfers of Color now represent 23–25% of the sport, the most diverse in history. Since 2019, Asian-American participation has risen 40%, while Black participation has grown 123% since the pandemic.

  • Junior Golf Explosion: Youth participation has jumped 48% in recent years. Saturday mornings at SoCal public ranges now look like youth soccer fields, fueled by the SCGA Junior Golf Foundation and municipal clinics.

Why Southern California Leads the Way

While the weather is an obvious advantage, the regional dominance in public golf runs much deeper:

  1. A Public-First Identity: Unlike regions dominated by private clubs, SoCal’s golf culture is built on municipal courses, daily-fee facilities, and community-driven programs.

  2. The SCGA Influence: The Southern California Golf Association (SCGA) is the largest regional golf association in the U.S., representing over 200,000 members. Their 125-year legacy is rooted in supporting public and junior development.

  3. An Industry Powerhouse: Most major golf manufacturers have a presence in SoCal due to year-round testing conditions, a global transportation hub at the Port of Long Beach, and proximity to diverse media and content creators.

The Rise of "Off-Course" Golf

The movement is also being fueled by venues like Topgolf, simulators, and indoor lounges. These social, non-intimidating environments grew 9% last year and now serve 18.5 million participants, many of whom are transitioning onto traditional public courses.

Investing in the Future

Cities across Southern California are recognizing municipal golf as a public asset rather than a luxury. Investment is pouring into renovating practice areas, modernizing irrigation, and expanding adaptive and junior programs.

Challenges remain—including tee time access, water sustainability, and infrastructure needs—but the SCGA continues to play a critical role in advocating for the protection of public golf.
